Introduction The 'Citizen's Charter' of Local Self-Government Institutions is a document that transparently publishes information regarding the services available to citizens and the timeframes for their delivery. Puthur Grama Panchayat is committed to ensuring excellent service to citizens, upholding the spirit of the 73rd and 74th Constitutional Amendments—which transformed local bodies into constitutional local governments—as well as the Kerala Panchayat Raj and Municipality Acts.

It is the primary duty of an administrative system to ensure that services to which every citizen is entitled are made available without delay and free from corruption. This Citizens' Charter has been prepared to ensure a transparent administrative process and to provide accurate information to the public visiting offices to avail themselves of services. This enables greater efficiency in office operations and ensures that the public is fully informed about their rights and the procedures for accessing services. The services outlined in this document remind citizens of their responsibilities alongside their rights.

This initiative includes a grievance redressal mechanism to address any failure to deliver services within the stipulated timeframe. Aiming for people-centric development and transparent administration, this Citizens' Charter will help make local democracy more participatory. The Citizens' Charter of Purathur Grama Panchayat is hereby presented to the public.
